Toad For Oracle 11.6 License Key [PORTABLE]: What You Need to Know About the Site Message and Author

The initial problem was Toad 11.6 will not start. The banner flashes briefly nothing else happens. This was when Toad 11.6 was reading the Old-Format Term License Key from Toad 9.7. I renamed the whole Toad for Oracle folder in the App Data location; now Toad 11.6 at least asks for a license key now, but I get the AV error above if I use the Old-Format Term License Key.
